YES! One should most definitely use a panty liner while using a tampon. The reason being that yes the tampon does soak up the blood, but if the tampon is not 100% correctly inserted, a little bit of blood does leak out. And who wants to ruin a pair of underwear each time they are wearing a tampon?

No one likes to have blood stained underwear or worse blood stained jeans. A panty liners protects against stains on your underwear or jeans. Also if you happen to leave your tampon in just a little bit too long a panty liner is there to catch the leaks. A panty liner could be considered just that extra bit of protection. And another scenerio you should keep in mind is sometimes the flow of blood differs from day to day.
If you are not anywhere near a bathroom, a panty liner will give you an extra bit of protection. Of course you would want to find a bathroom quickly since a panty liner isn’t able to do the same about of work as a tampon. But as stated a panty liners does give you extra protection while wearing a tampon.
